Notice the the three lines of f-numbers. That's because this is what's called a "triple convertible" lens. When both front and rear elements are in the lens assembly, the focal length is 6 ½ and I'd use the lowest line of f-numbers. If I unscrew the front element, I'd have a focal length of 10 ½ and I'd use the middle line. If I unscrew the rear element and install the front element, I'd have a focal length of 14 ½ and I'd use the top line.
As if that's not confusing enough, those aren't modern f-stops! They're the old Uniform System of aperture numbers which was used as late as the '20s. Here's a conversion chart from 1899:
